The Antioch Delta Skimmers is a Recreational Swim Team providing all youth between the ages of 4 and 18 years the opportunity to swim competitively. We are committed to provide all team members with a consistent balance between a training environment involving stroke improvement and racing techniques which ensures each swimmer the opportunity to achieve the maximum level of his or her physical capabilities and the social and emotional growth of each swimmer in an enjoyable environment that emphasizes hard work, fair play, sportsmanship, teamwork, and the individual worth of others.
The Antioch Delta Skimmers are not part of a League this year as our former League has decided to take a break in the efforts to have more teams join our League ECSL.

Committees are always in need of parent involvement and additional volunteers. Please contact the contact above (or the President) if you are interested in joining a committee. We can always use more volunteers, even on those committees that have multiple names listed.
A successful swim team is a product of all the members and volunteers. Please help make a positive impact on your child’s activity.
Committees & Duties
Fundraising: Building relationships and securing monetary contribution to the team and Coordinating fundraising events
Spirit Committee: Coordinate extra-curricular activities outside swim events to promote team
friendships and spirit.
Meet Director: Responsible for parent compliance regarding Antioch Delta Skimmer “family participation” rules.
Registrar: Works with the Treasurer to insure that all swimmers have properly
completed and turned in all registration materials.
Awards: Responsible for verification and distribution of all awards.
Skimmer Wear Design: order and sell Skimmer clothing to promote team unity and spirit.
Snack Bar: Responsible for organizing the snack bar concession at each home meet.
Computer: Responsible for logging swimmers’ times for all Time Trials, swim meets,
invitationals, as well as the League Championship meet. Responsible for
keeping up-to-date records of any Record Breaking time during the swim
season.
Parent/swimmer check-in: Responsible for checking in all swimmers and parents at the beginning of each meet, or invitational.
New Parent Liaison: Available to answer parent questions and concerns. Each Skimmer Board Member is also available for questions/concerns.
Equipment Set Up: Responsible for coordinating home meet set up and take down.
Stroke and Turn: Responsible for ensuring that the Skimmers are represented at home and away meets with Stroke and Turn Officials from our team. Attends Stroke and Turn yearly tutorial meeting, and encourages other members of team and volunteer officials to attend.
ECI Director: Responsible for organizing and coordinating the East County Invitational Swim Meet. Other Invitational Responsible for coordinating the Delta Skimmer’s participation and sign-ups in all other invitational swim meets.
General Swim Team Rules/Information
Family Participation: Family participation is a vital part of each swim meet. Without parents’ help we cannot run our meets. At both home and away meets, it takes approximately 50 people to run a meet. Work responsibilities can vary depending on home and away meets. The visiting team also supplies workers. If there are not enough people to run a meet, we could be forced to forfeit the meet.One adult member or responsible non-swimmer over the age of 13 in each family will need to work a minimum of half of all scheduled meets. Families with multiple swimmers will need to work one additional meet per swimmer. For dual meets, the commitment is approximately 3 hours. For a full day or multiple day meets, the commitment is one-half of the duration of the meet (e.g. two half days for a two day meet). The parent check-in person will keep track of all points.
- You will sign-up for your preferred shift on-line www.deltaskimmers.com except for ECI and League the work assignment request sheet is available on the pool deck prior to these meets. Family members that do not sign up will be assigned a job by the Meet Director where needed. Parents are responsible for making alternative arrangements if they find themselves unable to fulfill their obligation to perform their selected or assigned duties. Please sign-up early to get your preferred work assignment.
In fairness to all the parents who regularly step up to and meet this team responsibility, we have a penalty for those that do not.
Parents will be fined $50 for not finding an alternative worker for their assigned shift. The fine is payable before the next practice or the swimmer will not be able to practice or swim in future meets. If there is a second occurrence you will be fined $100 and the swimmer will be pulled from the meet.
The team does not want to limit a child’s swims, though in fairness to the many parents that do meet their commitments, this rule will be enforced. We need 100% parent participation to successfully run a meet. Please sign up early for the job assignments that you prefer. If new to the team, ask any board member or returning parent about what each job is and select the one that makes sense. Most positions take minimal guidance/training and the team and others will provide guidance on any new role. Try a variety over the year to see which you like best for future years. In addition, most swimmer families have discovered that working the meet (especially jobs like timing, recording, runner, ribbon writing, front table) is a nice way to stay involved with the meet, learn more about the team/swimmers and see your child swim their event from a nice vantage point. Plus, time passes much faster than sitting back at your personal area. Also note that working the meet should not interfere with watching your child swim their event (e.g. snack bar workers cover for each other while a parent worker steps away for a few minutes to watch their child swim).
Team participation: If your family does not participate in ECI your family will be charged $30.00 per swimmer. (This fee is collected at the beginning of the season and is reimbursed as a credit to your account after participation at ECI) You must also participate in one day of ECI to qualify for any team awards. We’re a team and work together.Thanks for your participation and commitment to a successful swim meet.

Volunteer Position Descriptions
Timers:
Front row view of the action! Sit at the edge of the pool under cover and socialize with other
parents! Enjoy refreshing splashes as you time the swimmers with a stopwatch and record their
times. Before the meet you will learn how to use the stopwatches and record times. Great for
beginners.
Head Timer:
Get a true front row seat to the action. Sit or stand at the side of the pool between lane 1 and the starter with 2 watches. Your job is to start both watches and hand your watches to any timer raising their hand with a failed watch start.
Ribbon Writer:
No more handwriting on the backs of the ribbons! Sit in comfort at the head table with another
Ribbon Writer as you place stickers on the ribbons for each event. You begin your work after the start of the meet and stay to the end. Great for those who can’t get to the meet early.
Snack Bar:
Keep good control over what your little guy eats before his/her race! You will stay in a sheltered
area selling food and can leave the stand to watch your kids swim. First shift shows up early to help set up. Second shift stays to help clean up the area before meet ends.
Runner:
Put on your tennis shoes and keep your New Year’s Resolution! After each event, you will grab
sheets of paper from the recorder at each of the lanes. Put them in order and take the sheets to the head table. Then you’re back off to where you started to get those papers again!
Stroke and Turn Judges:
Have a reserved seat at the end of the pool and enjoy the action! You watch your assigned lanes swim and ensure that your swimmers are swimming legally. This requires training so sign up to shadow an experienced judge and get a copy of the rule book and video.
Swimmer/Parent check in:
Get your job over with quickly so you can sit and enjoy the meet! Get there early and enjoy great parking! You sit at the entrance to the pool and ensure that each swimmer, from our team, checks in and that they also have a parent with them signed up to work. You will work closely with the meet director regarding parent workers and also communicate to the coaches any no-show swimmers so that they can adjust their rosters.
Colorado Operator & Assistant:
Another coveted job at the shaded head table. You will operate the starting console, which times the swimmers. This job requires some training. Sign up to shadow an experienced worker and then enjoy the meet from the front row.
Computer Operator:
Sit in the shaded comfort of the head table and operate the computer. The computer operator
ensures that all names entered match those who swam, prints labels for the ribbons and gives the computed scores to the announcer. This job requires you to be at the meet early and stay to the end but you will not be required to work at away meets. This job does require training. Sign up to shadow an experienced operator.

Swimmer Participation (Sign-In/Sign-Out Procedures):
Swimmer participation is important to develop team unity. Swimmers are expected to participate in practices and all meets that they are assigned. To list the swimmer’s availability for each meet, there will be a Sign-in/Sign-out book available at the pool deck during practice.
Parents/Swimmers must Sign-In or Sign-Out for every meet at least two weeks prior to the
scheduled meet. This procedure is needed to prepare for the impacted dual meets.
Signing in to the meet tells the team that the swimmer is available to swim. Signing-out means that you are not available to swim. Key word is “Commit”. The scheduler and coaches use this information to select who swims in the event based on the availability of swim slots for each specific meet. The team will post the assigned swimmers and events approximately 2 days before the meet. (See additional details in the Types of Swim Meets section.) If the swimmer/parent does not sign-in or sign-out, the coach/scheduler will assume that the swimmer is not available to attend the meet. Please sign out if not available to avoid any inaccurate assumptions.
Last minute absences: If a swimmer becomes ill or is unexpectedly unable to attend a meet at the last minute, the swimmer/parent should contact the board and/or coaches as soon as possible through the hotline or e-mail. A swimmer’s failure to attend an assigned meet without prior notification will result in the swimmer being suspended from swimming in at least the next swim meet.
Dropping-Off and Picking-Up Swimmers:
The Antioch Delta Skimmers Swim Team is not a “baby-sitting service.” The coaches are
responsible for coaching your swimmer(s) while at practice during regular practice times. Therefore, the following guidelines must be followed. Violation of these rules may result in the family’s removal from the team.
1. Swimmers must not be dropped off and left unattended more than 10 minutes before
practice begins. In addition, parents must be available to pick up swimmers a minimum of
10 minutes before the practice is scheduled to end.
2. At no time will any child who is not a swimmer be left unattended in the pool area.
3. It is the PARENT’s responsibility to come into the pool area on a regular basis to
check the Activity Bulletin Board, White Board, and Family Folder.
Disciplinary Problems:
There may be rare occasions when a swimmer becomes a disciplinary problem (e.g. not following the instructions of the coaches and/or endangering their health and safety of others). The Board will review each case. Depending upon the severity of the case, the swimmer and their parents will either receive a warning and the parent will be required to accompany the swimmer to all practices for the entire practice. Continued or severe disciplinary problems can result in the swimmer being removed from the team.

Medical Conditions:
If your swimmer has any medical condition (e.g., asthma, diabetes, etc.) that may be aggravated by physical activity, please notify the Coaches and the Board. Make sure that your swimmer is adequately prepared with their necessary medication. (e.g. for asthma, the swimmer should have their own personal inhaler or other remedy available nearby on the pool deck). We also ask that you make sure this information is on the emergency/registration card. The parent should remain on premises during practice/meets if a pre-existing medical condition exists. It is the parent’s responsibility to handle medication.
Warm-Ups:
At Dual Meets, warm-up’s begin one-hour before the scheduled start time of the meet. The home team warms-up during the first 20 minutes followed by the visiting team for the next 20 minutes. The last 20 minutes are used for all last minute meet setup/preparation. In addition, all timers and recorders should report to their respective positions at the beginning of the last 20 minutes for system checks.
For Invitational Meets, warm-up times are announced prior to the meet date.
Skimmer Sponsors:
The Antioch Delta Swim Association is a non-profit charitable organization (Sec 501c3). We can
always use the support of the business community to help sponsor the team. This is an opportunity for our members to help the team and get a reduction in their registration fees.
A family that generates a new team sponsor can reduce their registration fee up to $100, depending on the membership level. There are three membership levels: Gold, Silver and Bronze. The reductions in the family registration fees for a paid sponsor are as follows:
Gold membership: $400 sponsorship $100 reduction in registration fees
Silver membership: $250 sponsorship $50 reduction in registration fees
Bronze membership: $100 sponsorship $20 reduction in registration fees
Referral Program: Refer friends or other family members, for a $25.00 discount.
Your family will receive a discount for each new family that signs up for the Skimmers. The discount will be given once the new Skimmer family has completed the registration process, and has completed payment.
Types of Swim Meets
There are many different types of meets your swimmer(s) may participate in. The following is a general description of each:
Dual Meets:
These are meets between the Skimmers and one other team.
County Meet:
Those swimmers who achieve a County time in one or more official meets during the swim season may attend this meet. This is a significant achievement for many swimmers due to its highly competitive time standards for entry. All swim teams in Contra Costa County are invited to this meet. The registration fees for our swimmers entered are paid by the Skimmers. County times made during our Skimmer Time Trials, do not qualify a swimmer for participating in this meet.
Invitational Meets:
These are one or two day meets (usually on a weekend) that you may elect to participate in. An
invitational meet is a meet hosted by one team and there could be various teams invited to
participate. Invitational meets are generally a fundraising activity for the host team. To participate, there is typically a swim fee involved which includes a “splash fee” and a per swim or event fee. The amounts charged are established by the host team. Invitational meets are run in a different format than dual meets and the specific details and rules can vary from meet to meet. The common differences are check-in procedures, order of events, scoring and awards. The Skimmers will facilitate the registration on our pool deck prior to the registration due dates. It is the parent or swimmer’s responsibility to enter the meet and choose the event(s) if your swimmer wishes to participate. Fees for invitational meets must be paid when the swimmer is registered. There are no refunds.
East County Invitational (ECI):
This is the Skimmer’s sponsored invitational swim meet. It is one of our premier events and brings approximately 900-1000 swimmers from 10-12 swim teams to our facility for two days of exciting competition. This event has been an extremely successful tournament in the past and is a favorite to many swimmers in the area. In addition, it is a strong fundraiser for the Skimmers. We enter all available Skimmers into all possible events. There is no charge for Skimmer families as they will be assisting the team to run this meet.
All swimmers are STRONGLY ENCOURAGED to attend our invitational. Mark please your calendars now!
July 12 and 13, 2025
In the weeks prior to the meet, a job sign-up sheet will be available. This two-day event will require two half-day commitments. Sign up as soon as the job worksheet is available to avoid getting assigned a job/time slot by the Meet Director. More details will be provided closer to the meet.
Don’t miss this event, it is an exciting meet! Many find the traditional Parent and Coaches
Relay at the end of the second day a nice extra treat. The swimmers enjoy reversing the tables and cheering on the participating parents and coaches from their team. It’s a fun way to end a long, but fun, weekend of competitive recreational swimming.
The team and coaches will ask as many swimmers to swim as possible to fill all available for a particular meet. One of the team’s goals is to get the swimmers as many swims as possible so they can work toward achieving new personal best times. There are many different types of meets available and the swimmer needs to sign-up accordingly to maximize their swim opportunities. Some swimmers will get more swims than others. That is a given and unavoidable due to team needs, especially in non-impacted age/gender groups. Each swimmer should get an adequate number of opportunities to swim if they make themselves available to swim in each meet.
Following the Sign-In/Out procedures is one key to helping make this process work.
Tips for a Successful Swim Meet
The following are intended as guidelines or tips to having a more successful swim meet.
1) Please get to each swim meet on time. Allow extra time for out-of-town meets. Directions to the pools are provided at the back of this handbook. Also on the web site under the Pool Locations tab.
2) Bring a sleeping bag or warm blanket for you, your swimmer and any siblings.
3) Your child should bring two or more towels. That way, you’ll have a dry one waiting. Please be sure the family name is marked on them.
4) Bring a warm set of clothes, like sweats or a parka. The weather can change from warm to cold and windy at evening meets, and when wet, swimmers can get chilled very quickly. Also pack a light weight t-shirt. The weather can also change from cold to quite sunny at morning meets, and sun or heat can drain the energy out of your swimmer.
5) Bring some protective sun guard (lotion, zinc oxide, etc.) for your child and yourself. An EZ-Up, umbrella or small tent can come in handy.
6) Please have your child sit with the team in the team area. The coaches can quickly locate them and the children can relate socially with their age group as a team.
7) For age groups with a shepherd (8-Under), a shepherd’s primary responsibility is to help get the swimmer to the proper starting block. It’s the parent’s responsibility to know where their child is during the meet and to make sure their swimmer gets to the shepherd at least 15 minutes prior to the start of their race. Communication between the parent and shepherd is an important key to the successful swimmer handoff before each race. Shepherds are only responsible for your children in the team area behind the blocks, at the head table or at the Clerk of the Course. We will have an 8-under team area, so this makes it easier on coaches and swimmer families.
8) We strongly encourage swimmers to support their teammates by cheering for each other.
However, the time between races is a resting period, not playtime. If your child chooses to
remain in the team area, please see that your child behaves in a sportsmanlike manner at all
times. Please check on your child’s behavior during the meet.
9) Bring nourishing snacks and water, or bring cash to purchase items at the snack bar.
10) Your child should NEVER leave a meet without checking with the coaches first. If your child has been selected for a relay and you leave early, three other boys or girls will miss their chance to compete in that event.
11) Come to each meet prepared to volunteer, whether you have signed up to work or not. You are expected to participate, whenever needed, at each meet. No meet can run without family participation.
12) Any questions regarding meet procedures (including DQs) should be directed to the coach who will pursue the matter through proper channels.
13) Mark all belongings (e.g. towels, suits, goggles, sweats, parkas, fins, etc.) with your swimmer’s name. If necessary, we have a Lost-and-Found near/in the shed.
14) Get a good night of rest the night before a meet, especially prior to an all-day meet. Your child (and you) will need that extra energy for the next day’s activities.

Antioch Delta Skimmers Awards
The Antioch Delta Swim Association has established an award system to promote the improvement of its swimmers. The awards have been set up in steps so that each swimmer can reach individual goals one at a time throughout his or her swimming career. With the improvement of times, each swimmer can work their way up the ladder.
Bronze, Silver, Towel/Bag:
Swimmers may earn team awards by equaling or breaking towel/bag times in any Skimmer swim meet..
Only one towel and bag can be awarded per age group.
Once a swimmer moves up an age group, they may earn their towel or bag again in their new age group. Please review the Awards Standards for these award winning times at the back of the handbook.
The “Skimmer Award Standards” for both Girls and Boys have been reviewed and adjusted to keep in-line with both County and League qualifying times.
The Awards committee is responsible for verifying times and will announce dates/times on when to collect pins earned during the swim season. Personalized bags are awarded at the end of the year awards ceremony.
County Awards:
Any swimmer who qualifies and attends the County Championship meet will receive special
recognition with a trophy at the end of the year awards ceremony. Additionally, all county qualifiers are invited to attend a special coaches’ dinner the evening before the county meet to congratulate them for their effort and commitment.
Personal Best Award (“PBs”):
Each time a swimmer beats his or her previous best time in a specific event, a “PB” is achieved.
During the season, each swimmer earning 15 or more PBs will receive a Personal Best Award at the end of the year awards ceremony.
High Point Award:
The High Point Award is given to one boy and one girl in each age group. It awards the swimmers that have earned the most points for the Skimmers for the season.
Most Improved Award:
The most improved award is given to one boy and one girl in each in each age group. In order to qualify for the most improved award, a swimmer must swim in a minimum of six meets (including invitational meets).
Record Breakers:
At the end of the year awards ceremony, swimmers who have broken a team or pool record will
receive an award.
Coaches’ Award:
The Coaches’ Award is given to one girl and one boy swimmer who has exemplified commitment, hard work, team spirit and improvement over the course of the entire swim season.
Scott Chapman Award:
This special award was created in honor of Scott Chapman. Scott joined the Antioch Delta
Skimmers in 1985 at the age of 7. He was the oldest son in the Chapman family, and big brother to Julia Chapman, former ADS head coach. Scott’s favorite stroke was Butterfly. He swam until age 14, and then played Water Polo in high school. Scott is remembered as always having fun and being enthusiastic about swimming. He was a fish in the water, always happy and loved to swim. He was competitive, yet had tremendous sportsmanship. He always strived to improve, and encouraged others to always do their best. Tragically, Scott Chapman died August 8, 1996 in a car accident. The Antioch Delta Skimmers recognize Scott as a true Skimmer swimmer whose values and dedication to swimming embody all that we hope our swimmers strive for. Each year, the Antioch Delta Skimmers recognize one all-around exceptional ADS swimmer and award him/her with the Chapman Award. The Chapman award is given to a swimmer who is dedicated to swimming, always striving to do their best to improve, great role model to others, and willing and eager to accept coaching and direction.
The recipient of the award is selected by the Coaching staff with review and approval by the Board of Directors. The award is presented at the end of year awards.
Meet Ribbons:
Ribbons are provided for individuals placing 1st – 6th place
Heat winner ribbons for individual events with multiple heats for ages 10 and under.
Participation ribbons are provided for all swimmers not placing for 8 and under only. Scoring will follow league rules.
Relay ribbons will be awarded to 1st -3rd place relay members for all ages.

Skimmer Longevity Award:
This award is to recognize those swimmers that have dedicated a minimum of seven consecutive years to the Skimmers. The team appreciates their loyalty and commitment. The award is presented after completing at least one 15/18 season at the end of year ceremony.
Other Reward Systems:
The Spirit Committee also has other reward systems in place to reward swimmers for achievements and/or milestones. Please refer to the details provided by the Skimmer Spirit Committee.

From Highway 4 and Lone Tree Way, take Lone Tree toward Brentwood. Turn right on Deer Valley Road. Turn on Left Balfour Rd. Turn Right on American Avenue. High school is on the right.
Pinole
Go West on Highway 4 to Highway 80. Go West on Highway 80 (toward San Francisco/Oakland)
and take the Pinole Valley Road exit. Turn left onto Pinole Valley Road. Follow Pinole Valley Road to Simas. Turn left onto Simas. The pool is a Y Club facility a block or two down Simas on the right.

Go East on Highway 4, over the Antioch Bridge follow Hwy 160. Turn left onto Highway 12. Take first exit as you come off the bridge. Turn right on Front Street, going under the bridge. Continue on Front Street, and turn right onto California Street. The pool is on the right.

Antioch Delta Swim Association Bylaws
Article I – Name
This organization will be known as the Antioch Delta Swim Association, sometimes hereinafter referred to as “The Association.” The Antioch Delta Skimmers Swim Team is a division of the Antioch Delta Swim Association, Inc., a non-profit organization.
Article II – Purpose
The purpose for which this association is formed is: a. To provide all of the competitive swim activities on behalf of the Antioch Delta Skimmers Swim Team, Inc.; b. To set dues, receive money, expend money for the benefit of the swimming program; c. To set such dues for membership in The Association as they deem appropriate; d. To ratify selection of head coaches of the swimming program; e. To provide other functions such as arranging for swimming meets, raising money as is appropriate.
Article III - Members
Regular members of The Association shall consist of parents of children interested in competitive swimming and who have paid such sum or dues as set by The Association. The Board shall prescribe the application form and application for membership shall be made upon such forms and each applicant shall abide by these bylaws.
Article IV – Swim Association Board
Section 1. GENERAL POWERS. The affairs of The Association shall be managed by the Swim Board and the Board shall consist of a maximum of twenty (20) members consisting of the head coach, Past President, and eighteen (18) elected members.
Section 2. REGULAR MEETINGS. A regular meeting of the Board shall be held without other notice than this bylaw, immediately after, and at the same place as, the annual meeting of members. The Board of Directors may provide by resolution the time and place, either within or without the State of California, for the holding of additional regular meetings of the Board without other notice than such resolution.
Section 3. SPECIAL MEETINGS. Special meetings of the Board may be called by or at the request of the President or any two Board Members. The person or persons authorized to call special meetings of the Board may fix any place, either within or without the State, as the place for holding any special meeting of the Board
called by them.
Section 4. QUORUM. Seven members of the Board shall constitute a quorum for the transaction of business at any meeting of the Board, but if less than a quorum of the Board members are present at said meeting, a majority of the Board members present may adjourn the meeting from time to time without further notice.
Section 5. MANNER OF ACTING. The act of a majority of the Board members present at a meeting at which a quorum is present shall be the act of the Board unless the act of a greater number is required by law or by
these bylaws.
Section 6. VACANCIES. Any vacancy occurring in the Board and any Board Member to be filled by reason of an increase in the number of Board members shall be filled by the Board. A Board member elected to fill a vacancy shall be elected for the unexpired term of this predecessor in office.
Section 7. COMPENSATION. No officer, director and/or member of this association shall be entitled to any compensation for services rendered in said capacity.
Section 8. CONFLICT OF INTEREST. There is a conflict of interest when any officer and/or director has a direct family relationship with a coach (i.e. a coach is the son/daughter/or spouse of a board member), therefore parents & spouses of coaches will not be permitted to vote on issues relating to the coaches.
Article V – Meeting of Members
Section 1. ANNUAL MEETING. The annual meeting of the members of The Association shall be held at the same location as the team picnic, or as the Board might determine in the month of September for the transaction of such business as may come before the meeting.
Section 2. SPECIAL MEETINGS. Special meetings of the members may be called by the President, the Board, or not less than one-tenth of the members having voting rights.
Section 3. PLACE OF MEETINGS. The swim board may designate any place whether within or without the
State of California, as the place of meeting for any annual meeting or for any special meeting called by the Board. If all of the members shall meet at any time and place, and consent to the holding of a meeting, such meeting shall be valid without call or notice, and at such meeting any association action may be taken.
Section 4. NOTICE OF MEETINGS. Written or printed notice stating the place, day and hour of any meeting of members shall be delivered either personally or by mail, or by personal telephone contact from the telephone committee, to each member entitled to vote at such meeting, not less than seven nor more than fifty days before the date of such meeting, by or at the direction of the President, or the Secretary, or the officers or persons calling the meeting. In case of a special meeting or when required by statute or by these bylaws, the purpose or purposes for which the meeting shall be deemed to be delivered when deposited in the United States mail addressed to the member at his address as it appears on the records of The Association the postage thereon prepaid.
Section 5. INFORMAL ACTION BY MEMBERS. Any action required by law to be taken at a meeting of the members, or any action that may be taken at a meeting of members, may be taken without a meeting if a consent in writing, setting forth the action so taken, shall be signed by all of the members entitled to vote with respect to the subject matter thereof.
Section 6. QUORUM. The members holding twenty-five (25) of the votes that may be cast at any meeting shall constitute a quorum at such meeting. If a quorum is not present at any meeting of the members, a majority of the members present may adjourn the meeting from time to time without further notice.
Article VI - Officers
Section 1. OFFICERS. The officers of The Association shall be a President, one or more Vice Presidents (the number thereof to be determined by the Board), a Secretary, a Treasurer and such other officers as may be elected in accordance with the provisions of this article. The Board may elect or appoint such other officers, including one or more assistant secretaries, and one or more assistant treasurers, as it shall deem desirable, such officers to have the authority and perform the duties prescribed, from time to time, by the Board.
Section 2. ELECTION AND TERM OF OFFICE. The officers of The Association shall be elected annually by the members at the regular annual meeting of The Association. If the election of officers shall not be held at such meeting, such election shall be held as soon thereafter as conveniently may be set up. New offices may be created and filled at any meeting of The Association. Each officer shall hold office until his successor shall have been duly elected.
Section 3. REMOVAL. Any officer elected or appointed by the members may be removed by the Board whenever in its judgment the best interest of The Association would be served thereby, but such removal shall be without prejudice to the contract right, if any, of the officer so removed. There must be at least nine (9) affirmative votes for a successful removal.
Section 4. VACANCIES. A vacancy in any office, because of death, resignation, removal, disqualification, or otherwise, may be filled by the Board for the unexpired portion of the term.
Section 5. PRESIDENT. The president shall be the principal executive officer of The Association and shall in general supervise and control all of the business and affairs of The Association. He/she shall preside at all meetings of the members of the Board. He/she may sign with the secretary any other proper officer of The
Association authorized by the Board, any deeds, mortgages, bonds, contracts, or other instruments that the Board has authorized to be executed, except in cases where the signing and execution thereof shall be expressly delegated by the Board of the corporation or by these bylaws or by statute to some other officer or agent of The Association and in general he/she shall perform all duties incident to the office of president and such other duties as may be prescribed by the Board from time to time. He/she shall serve as a member of the Antioch Delta Swim Association, Inc., Board of Directors and a member of the Coaches Relations Committee.

Section 6. VICE PRESIDENT. In the absence of the president or in the event of his/her inability or refusal to act, the vice president shall perform the duties of the president and when so acting, shall have the powers of and be subject to all the restrictions upon the president. The vice president shall perform such other duties as from time to time may be assigned to him/her by the president or by the Board. He/she shall serve as a member of the Antioch Delta Swim Association, Inc., Board of Directors and as a member of the Coaches Relations Committee.
Section 7. TREASURER. If required by the Board, the treasurer shall give a bond for the faithful discharge of this duty in such sum and with such surety or sureties as the Board shall determine. He/she shall have charge and custody of and be responsible for all funds and securities of The Association, receive and give receipts for monies due and payable to The Association from any source whatsoever, and deposit all such monies in the name of The Association in such banks, trust companies, or other depositories as shall be selected by the Board, and in general perform all the duties incident to the office of treasurer and such other duties as from time to time may be assigned to him/her by the president or by the Board. He/she shall serve as a member of the Antioch Delta Swim Association, Inc., Board of Directors, and as a member of the Coaches Relations Committee.
Section 8. SECRETARY. The secretary shall keep the minutes of the meetings of the members and of the Board in one or more books provided for that purpose; see that all notices are duly given in accordance with the provisions of these bylaws or as required by law; be custodian of the corporate records and of the seal of The Association and see that the seal of The Association is affixed to all documents, the execution of which on behalf of The Association under its seal is duly authorized in accordance with the provisions of these bylaws; keep a register of the post office address of each member and in general perform all duties incident to the office of secretary and such other duties as from time to time may be assigned to him/her by the president or by the Board. He/she shall serve as a member of the Antioch Delta Swim Association, Inc., and as a member of the Coaches Relations Committee.
Article VII – Coaches Relations Committee
Section 1. MEMBERSHIP. This committee shall have as members the President, Vice President, secretaries, treasurer, directors and Past President of the Swim Board.
Section 2. DUTIES. This committee shall have the following duties: a. Prepare the annual budget for submission to The Association for approval. The salary section of the budget shall be presented as one item. b. Select head coach(es) when such a vacancy occurs. c. Provide for two-way communication between members and coaches.
Article VIII – Contracts, Checks, Deposits and Funds
Section 1. CONTRACTS. The Board may authorize any officer or officers, agent or agents, of The
Association in addition to the officers so authorized by these bylaws, to enter into any contract or execute and deliver any instrument in the name of and on behalf of The Association and such authority may be general or confined to specific instances.
Section 2. CHECKS, DRAFTS, OR ORDERS FOR PAYMENT. All checks, drafts, or orders for the payment of money, notes, or other evidences of indebtedness issued in the name of The Association shall be signed by such officer or officers, agent or agents, of The Association and in such manner as shall from time to time be determined by resolution of the Board. In the absence of such determination by the Board, such instruments shall be signed by the treasurer.
Section 3. DEPOSITS. All funds of The Association shall be deposited from time to time to the credit of The Association in such banks, trust companies, or other depositories as the Board may select.
Section 4. GIFTS. The Board may accept on behalf of The Association any contributions, gifts, bequest, or device for the general purpose or for any special purpose of The Association.
Article IX - Dues
Section 1. ANNUAL DUES. The Board may determine from time to time the annual dues payable to The Association by members.
Section 2. PAYMENT OF DUES. Dues shall be charged on an annual basis and shall be payable at the beginning of swim season.
Section 3. DEFAULT AND TERMINATION OF MEMBERSHIP. When any member of The Association shall be in default in the payment of dues for a period of two months from the beginning of the swim season in which such dues become payable, his membership may thereupon be terminated by the Board in the manner provided by these bylaws.
Article X – Miscellaneous
Section 1. BOOKS AND RECORDS of The Association shall be kept by the Secretary and Treasurer of The Association and shall be open to inspection at reasonable times and places by any member of The Association.
Section 2. WAIVER OF NOTICE. Whenever any notice is required to be given under the provisions of the
General Non-profit Corporation Law of California and under provision of the Articles of Incorporation or the Bylaws of The Association a waiver thereof in writing, signed by the person or persons entitled to such equivalent to the giving of such notice.
Article XI – Amendments
Section 1. POWER OF MEMBERS TO AMEND BYLAWS. The bylaws of this Association may be amended, repealed, or added to, or new bylaws may be adopted by the vote of sixty-six percent (66%) of a quorum at a meeting called for that purpose according to the articles or bylaws.
Section 2. POWER OF BOARD TO AMEND BYLAWS. Subject to the limitations of the Articles of Incorporation these bylaws and the General Non-profit Corporation Law of California, concerning association action that must be authorized or approved by the members of The Association the bylaws of this Association may be amended, repealed, or added to, or new bylaws may be adopted, by a resolution of the Board.
Section 3. VOLUNTEERS for specific functions may be denied the opportunity to serve, if their past performance as a volunteer is considered inadequate or detrimental to The Association, by the Board of Directors.
Section 4. LEAGUE REPRESENTATIVE shall have the equivalent of one vote at all Board of Directors meetings.

The Antioch Delta Skimmers is a Recreational Swim Team providing all youth between the ages of 4 and 18 years the opportunity to swim competitively. The Antioch Delta Skimmers are not part of a League this year as our former League has decided to take a break in the efforts to have more teams join our League ECSL.

Meet Director: Responsible for parent compliance regarding Antioch Delta Skimmer “family
participation” rules.
Registrar: Works with the Treasurer to insure that all swimmers have properly
completed and turned in all registration materials.
Awards: Responsible for verification and distribution of all awards.
Skimmer Wear Design: order and sell Skimmer clothing to promote team unity and spirit.
Snack Bar: Responsible for organizing the snack bar concession at each home meet.
Computer: Responsible for logging swimmers’ times for all Time Trials, swim meets,
invitationals, as well as the League Championship meet. Responsible for
keeping up-to-date records of any Record Breaking time during the swim
season.
Parent/swimmer check-in: Responsible for checking in all swimmers and parents at the beginning of each meet, or invitational.
New Parent Liaison: Available to answer parent questions and concerns.
Each Skimmer Board Memberis also available for questions/concerns.
Equipment Set Up: Responsible for coordinating home meet set up and take down.
Stroke and Turn: Responsible for enuring that the Skimmers are represented at home and
away meets with Stroke and Turn Officials from our team. Attends Stroke and Turn yearly tutorial meeting, and encourages other members of team and volunteer officials to attend.
ECI Director: Responsible for organizing and coordinating the East County Invitational Swim
Meet. Other Invitational Responsible for coordinating the Delta Skimmer’s participation and sign-ups in all other invitational swim meets.
General Swim Team Rules/Information
Family Participation:
Family participation is a vital part of each swim meet. Without parents’ help we cannot run our
meets. At both home and away meets, it takes approximately 50 people to run a meet. Work
responsibilities can vary depending on home and away meets. The visiting team also supplies
workers. If there are not enough people to run a meet, we could be forced to forfeit the meet.
One adult member or responsible non-swimmer over the age of 13 in each family will need to work a minimum of 6 meets or 30 points. Families with multiple swimmers will need to work approximately 8 meets or 40 points. This is calculated using a point system. For dual meets, the commitment is approximately 3 hours. For a full day or multiple day meets, the commitment is one-half of the duration of the meet (e.g. two half days for a two day meet). The parent check-in person will keep track of all points.
- You will sign-up for your preferred shift on-line www.deltaskimmers.com except for ECI and League the work assignment request sheet is available on the pool deck prior to these meets. Family members that do not sign up will be assigned a job by the Meet Director where needed. Parents are responsible for making alternative arrangements if they find themselves unable to fulfill their obligation to perform their selected or assigned duties. Please sign-up early to get your preferred work assignment.
In fairness to all the parents who regularly step up to and meet this team responsibility, we have a penalty for those that do not.
Parents will be fined $50 for not finding an alternative worker for their assigned shift. The fine is payable before the next practice or the swimmer will not be able to practice or swim in future meets. If there is a second occurrence you will be fined $100 and the swimmer will be pulled from the meet.
The team does not want to limit a child’s swims, though in fairness to the many parents that do meet their commitments, this rule will be enforced. We need 100% parent participation to successfully run a meet. Please sign up early for the job assignments that you prefer. If new to the team, ask any board member or returning parent about what each job is and select the one that makes sense. Most positions take minimal guidance/training and the team and others will provide guidance on any new role. Try a variety over the year to see which you like best for future years. In addition, most swimmer families have discovered that working the meet (especially jobs like timing, recording, runner, ribbon writing, front table) is a nice way to stay involved with the meet, learn more about the team/swimmers and see your child swim their event from a nice vantage point. Plus, time passes much faster than sitting back at your personal area. Also note that working the meet should not interfere with watching your child swim their event (e.g. snack bar workers cover for each other while a parent worker steps away for a few minutes to watch their child swim).
Team participation: If your family does not participate in ECI your family will be charged $25.00 per swimmer. (This fee is collected at the beginning of the season and is reimbursed as a credit to your account after participation at ECI) You must also participate in one day of ECI to qualify for any team awards.

Volunteer Position Descriptions
Timers:
Front row view of the action! Sit at the edge of the pool under cover and socialize with other
parents! Enjoy refreshing splashes as you time the swimmers with a stopwatch and record their
times. Before the meet you will learn how to use the stopwatches and record times. Great for
beginners.
Head Timer:
Get a true front row seat to the action. Sit or stand at the side of the pool between lane 1 and the starter with 2 watches. Your job is to start both watches and hand your watches to any timer raising their hand with a failed watch start.
Ribbon Writer:
No more handwriting on the backs of the ribbons! Sit in comfort at the head table with another
Ribbon Writer as you place stickers on the ribbons for each event. You begin your work after the start of the meet and stay to the end. Great for those who can’t get to the meet early.
Snack Bar:
Keep good control over what your little guy eats before his/her race! You will stay in a sheltered
area selling food and can leave the stand to watch your kids swim. First shift shows up early to help set up. Second shift stays to help clean up the area before meet ends.
Runner:
Put on your tennis shoes and keep your New Year’s Resolution! After each event, you will grab
sheets of paper from the recorder at each of the lanes. Put them in order and take the sheets to the head table. Then you’re back off to where you started to get those papers again!
Stroke and Turn Judges:
Have a reserved seat at the end of the pool and enjoy the action! You watch your assigned lanes swim and ensure that your swimmers are swimming legally. This requires training so sign up to shadow an experienced judge and get a copy of the rule book and video.
Swimmer/Parent check in:
Get your job over with quickly so you can sit and enjoy the meet! Get there early and enjoy great parking! You sit at the entrance to the pool and ensure that each swimmer, from our team, checks in and that they also have a parent with them signed up to work. You will work closely with the meet director regarding parent workers and also communicate to the coaches any no-show swimmers so that they can adjust their rosters.
Colorado Operator & Assistant:
Another coveted job at the shaded head table. You will operate the starting console, which times the swimmers. This job requires some training. Sign up to shadow an experienced worker and then enjoy the meet from the front row.
Computer Operator:
Sit in the shaded comfort of the head table and operate the computer. The computer operator
ensures that all names entered match those who swam, prints labels for the ribbons and gives the computed scores to the announcer. This job requires you to be at the meet early and stay to the end but you will not be required to work at away meets. This job does require training. Sign up to shadow an experienced operator.
General Swim Team Rules/Information (cont’d)
Swimmer Participation (Sign-In/Sign-Out Procedures):
Swimmer participation is important to develop team unity. Swimmers are expected to participate in practices and all meets that they are assigned. To list the swimmer’s availability for each meet, there will be a Sign-in/Sign-out book available at the pool deck during practice.
Parents/Swimmers must Sign-In or Sign-Out for every meet at least two weeks prior to the
scheduled meet. This procedure is needed to prepare for the impacted dual meets.
Signing in to the meet tells the team that the swimmer is available to swim. Signing-out means that you are not available to swim. Key word is “Commit”. The scheduler and coaches use this information to select who swims in the event based on the availability of swim slots for each specific meet. The team will post the assigned swimmers and events approximately 2 days before the meet. (See additional details in the Types of Swim Meets section.) If the swimmer/parent does not sign-in or sign-out, the coach/scheduler will assume that the swimmer is not available to attend the meet. Please sign out if not available to avoid any inaccurate assumptions.
Last minute absences: If a swimmer becomes ill or is unexpectedly unable to attend a meet at the last minute, the swimmer/parent should contact the board and/or coaches as soon as possible through the hotline or e-mail. A swimmer’s failure to attend an assigned meet without prior notification will result in the swimmer being suspended from swimming in at least the next swim meet.
Dropping-Off and Picking-Up Swimmers:
The Antioch Delta Skimmers Swim Team is not a “baby-sitting service.” The coaches are
responsible for coaching your swimmer(s) while at practice during regular practice times. Therefore, the following guidelines must be followed. Violation of these rules may result in the family’s removal from the team.
1. Swimmers must not be dropped off and left unattended more than 10 minutes before
practice begins. In addition, parents must be available to pick up swimmers a minimum of
10 minutes before the practice is scheduled to end.
2. At no time will any child who is not a swimmer be left unattended in the pool area.
3. It is the PARENT’s responsibility to come into the pool area on a regular basis to
check the Activity Bulletin Board, White Board, and Family Folder.
Disciplinary Problems:
There may be rare occasions when a swimmer becomes a disciplinary problem (e.g. not following the instructions of the coaches and/or endangering their health and safety of others). The Board will review each case. Depending upon the severity of the case, the swimmer and their parents will either receive a warning and the parent will be required to accompany the swimmer to all practices for the entire practice. Continued or severe disciplinary problems can result in the swimmer being removed from the team.
General Swim Team Rules/Information (cont’d)
Medical Conditions:
If your swimmer has any medical condition (e.g., asthma, diabetes, etc.) that may be aggravated by physical activity, please notify the Coaches and the Board. Make sure that your swimmer is adequately prepared with their necessary medication. (e.g. for asthma, the swimmer should have their own personal inhaler or other remedy available nearby on the pool deck). We also ask that you make sure this information is on the emergency/registration card. The parent should remain on premises during practice/meets if a pre-existing medical condition exists. It is the parent’s responsibility to handle medication.
Warm-Ups:
At Dual Meets, warm-up’s begin one-hour before the scheduled start time of the meet. The home team warms-up during the first 20 minutes followed by the visiting team for the next 20 minutes. The last 20 minutes are used for all last minute meet setup/preparation. In addition, all timers and recorders should report to their respective positions at the beginning of the last 20 minutes for system checks.
For Invitational Meets, warm-up times are announced prior to the meet date.
Skimmer Sponsors:
The Antioch Delta Swim Association is a non-profit charitable organization (Sec 501c3). We can
always use the support of the business community to help sponsor the team. This is an opportunity for our members to help the team and get a reduction in their registration fees.
A family that generates a new team sponsor can reduce their registration fee up to $100, depending on the membership level. There are three membership levels: Gold, Silver and Bronze. The reductions in the family registration fees for a paid sponsor are as follows:
Gold membership: $400 sponsorship $100 reduction in registration fees
Silver membership: $250 sponsorship $50 reduction in registration fees
Bronze membership: $100 sponsorship $20 reduction in registration fees
Referral Program: Refer friends or other family members, for a $25.00 discount.
Your family will receive a discount for each new family that signs up for the Skimmers. The discount will be given once the new Skimmer family has completed the registration process, and has completed payment.
Types of Swim Meets
There are many different types of meets your swimmer(s) may participate in. The following is a general description of each:
Dual Meets:
These are meets between the Skimmers and one other team.
County Meet:
Those swimmers who achieve a County time in one or more official meets during the swim season may attend this meet. This is a significant achievement for many swimmers due to its highly competitive time standards for entry. All swim teams in Contra Costa County are invited to this meet. The registration fees for our swimmers entered are paid by the Skimmers. County times made during our Skimmer Time Trials, do not qualify a swimmer for participating in this meet.
Invitational Meets:
These are one or two day meets (usually on a weekend) that you may elect to participate in. An
invitational meet is a meet hosted by one team and there could be various teams invited to
participate. Invitational meets are generally a fundraising activity for the host team. To participate, there is typically a swim fee involved which includes a “splash fee” and a per swim or event fee. The amounts charged are established by the host team. Invitational meets are run in a different format than dual meets and the specific details and rules can vary from meet to meet. The common differences are check-in procedures, order of events, scoring and awards. The Skimmers will facilitate the registration on our pool deck prior to the registration due dates. It is the parent or swimmer’s responsibility to enter the meet and choose the event(s) if your swimmer wishes to participate. Fees for invitational meets must be paid when the swimmer is registered. There are no refunds.
East County Invitational (ECI):
This is the Skimmer’s sponsored invitational swim meet. It is one of our premier events and brings approximately 900-1000 swimmers from 10-12 swim teams to our facility for two days of exciting competition. This event has been an extremely successful tournament in the past and is a favorite to many swimmers in the area. In addition, it is a strong fundraiser for the Skimmers. We enter all available Skimmers into all possible events. There is no charge for Skimmer families as they will be assisting the team to run this meet.
All swimmers are STRONGLY ENCOURAGED to attend our invitational. Mark your calendars now!
July 8 & 9, 2023
In the weeks prior to the meet, a job sign-up sheet will be available. This two-day event will require two half-day commitments. Sign up as soon as the job worksheet is available to avoid getting assigned a job/time slot by the Meet Director. More details will be provided closer to the meet.
Don’t miss this event, it is an exciting meet! Many find the traditional Parent and Coaches
Relay at the end of the second day a nice extra treat. The swimmers enjoy reversing the tables and cheering on the participating parents and coaches from their team. It’s a fun way to end a long, but fun, weekend of competitive recreational swimming.
The team and coaches will ask as many swimmers to swim as possible to fill all available for a particular meet. One of the team’s goals is to get the swimmers as many swims as possible so they can work toward achieving new personal best times. There are many different types of meets available and the swimmer needs to sign-up accordingly to maximize their swim opportunities. Some swimmers will get more swims than others. That is a given and unavoidable due to team needs, especially in non-impacted age/gender groups. Each swimmer should get an adequate number of opportunities to swim if they make themselves available to swim in each meet.
Following the Sign-In/Out procedures is one key to helping make this process work.
Tips for a Successful Swim Meet
The following are intended as guidelines or tips to having a more successful swim meet.
1) Please get to each swim meet on time. Allow extra time for out-of-town meets. Directions to the pools are provided at the back of this handbook. Also on the web site under the Pool Locations tab.
2) Bring a sleeping bag or warm blanket for you, your swimmer and any siblings.
3) Your child should bring two or more towels. That way, you’ll have a dry one waiting. Please be sure the family name is marked on them.
4) Bring a warm set of clothes, like sweats or a parka. The weather can change from warm to cold and windy at evening meets, and when wet, swimmers can get chilled very quickly. Also pack a light weight t-shirt. The weather can also change from cold to quite sunny at morning meets, and sun or heat can drain the energy out of your swimmer.
5) Bring some protective sun guard (lotion, zinc oxide, etc.) for your child and yourself. An EZ-Up, umbrella or small tent can come in handy.
6) Please have your child sit with the team in the team area. The coaches can quickly locate them and the children can relate socially with their age group as a team.
7) For age groups with a shepherd (8-Under), a shepherd’s primary responsibility is to help get the swimmer to the proper starting block. It’s the parent’s responsibility to know where their child is during the meet and to make sure their swimmer gets to the shepherd at least 15 minutes prior to the start of their race. Communication between the parent and shepherd is an important key to the successful swimmer handoff before each race. Shepherds are only responsible for your children in the team area behind the blocks, at the head table or at the Clerk of the Course. We will have an 8-under team area, so this makes it easier on coaches and swimmer families.
8) We strongly encourage swimmers to support their teammates by cheering for each other.
However, the time between races is a resting period, not playtime. If your child chooses to
remain in the team area, please see that your child behaves in a sportsmanlike manner at all
times. Please check on your child’s behavior during the meet.
9) Bring nourishing snacks and water, or bring cash to purchase items at the snack bar.
10) Your child should NEVER leave a meet without checking with the coaches first. If your child has been selected for a relay and you leave early, three other boys or girls will miss their chance to compete in that event.
11) Come to each meet prepared to volunteer, whether you have signed up to work or not. You are expected to participate, whenever needed, at each meet. No meet can run without family participation.
12) Any questions regarding meet procedures (including DQs) should be directed to the coach who will pursue the matter through proper channels.
13) Mark all belongings (e.g. towels, suits, goggles, sweats, parkas, fins, etc.) with your swimmer’s name. If necessary, we have a Lost-and-Found near/in the shed.
14) Get a good night of rest the night before a meet, especially prior to an all-day meet. Your child (and you) will need that extra energy for the next day’s activities.

Antioch Delta Skimmers Awards
The Antioch Delta Swim Association has established an award system to promote the improvement of its swimmers. The awards have been set up in steps so that each swimmer can reach individual goals one at a time throughout his or her swimming career. With the improvement of times, each swimmer can work their way up the ladder.
Bronze, Silver, Towel/Bag:
Swimmers may earn team awards by equaling or breaking towel/bag times in any Skimmer swim meet..
Only one towel and bag can be awarded per age group.
Once a swimmer moves up an age group, they may earn their towel or bag again in their new age group. Please review the Awards Standards for these award winning times at the back of the handbook.
The “Skimmer Award Standards” for both Girls and Boys have been reviewed and adjusted to keep in-line with both County and League qualifying times.
The Awards committee is responsible for verifying times and will announce dates/times on when to collect pins earned during the swim season. Personalized bags are awarded at the end of the year awards ceremony.
County Awards:
Any swimmer who qualifies and attends the County Championship meet will receive special
recognition with a trophy at the end of the year awards ceremony. Additionally, all county qualifiers are invited to attend a special coaches’ dinner the evening before the county meet to congratulate them for their effort and commitment.
Personal Best Award (“PBs”):
Each time a swimmer beats his or her previous best time in a specific event, a “PB” is achieved.
During the season, each swimmer earning 15 or more PBs will receive a Personal Best Award at the end of the year awards ceremony.
High Point Award:
The High Point Award is given to one boy and one girl in each age group. It awards the swimmers that have earned the most points for the Skimmers for the season.
Most Improved Award:
The most improved award is given to one boy and one girl in each in each age group. In order to qualify for the most improved award, a swimmer must swim in a minimum of six meets (including invitational meets).
Record Breakers:
At the end of the year awards ceremony, swimmers who have broken a team or pool record will
receive an award.
Coaches’ Award:
The Coaches’ Award is given to one girl and one boy swimmer who has exemplified commitment, hard work, team spirit and improvement over the course of the entire swim season.
Scott Chapman Award:
This special award was created in honor of Scott Chapman. Scott joined the Antioch Delta
Skimmers in 1985 at the age of 7. He was the oldest son in the Chapman family, and big brother to Julia Chapman, former ADS head coach. Scott’s favorite stroke was Butterfly. He swam until age 14, and then played Water Polo in high school. Scott is remembered as always having fun and being enthusiastic about swimming. He was a fish in the water, always happy and loved to swim. He was competitive, yet had tremendous sportsmanship. He always strived to improve, and encouraged others to always do their best. Tragically, Scott Chapman died August 8, 1996 in a car accident. The Antioch Delta Skimmers recognize Scott as a true Skimmer swimmer whose values and dedication to swimming embody all that we hope our swimmers strive for. Each year, the Antioch Delta Skimmers recognize one all-around exceptional ADS swimmer and award him/her with the Chapman Award. The Chapman award is given to a swimmer who is dedicated to swimming, always striving to do their best to improve, great role model to others, and willing and eager to accept coaching and direction.
The recipient of the award is selected by the Coaching staff with review and approval by the Board of Directors. The award is presented at the end of year awards.
Meet Ribbons:
Ribbons are provided for individuals placing 1st – 6th place
Heat winner ribbons for individual events with multiple heats for ages 10 and under.
Participation ribbons are provided for all swimmers not placing for 8 and under only. Scoring will follow league rules.
Relay ribbons will be awarded to 1st -3rd place relay members for all ages.

Skimmer Longevity Award:
This award is to recognize those swimmers that have dedicated a minimum of seven consecutive years to the Skimmers. The team appreciates their loyalty and commitment. The award is presented after completing at least one 15/18 season at the end of year ceremony.

The Spirit Committee also has other reward systems in place to reward swimmers for achievements and/or milestones. Please refer to the details provided by the Skimmer Spirit Committee.

Antioch Delta Swim Association Bylaws
Article I – Name
This organization will be known as the Antioch Delta Swim Association, sometimes hereinafter referred to as “The Association.” The Antioch Delta Skimmers Swim Team is a division of the Antioch Delta Swim Association, Inc., a non-profit organization.
Article II – Purpose
The purpose for which this association is formed is: a. To provide all of the competitive swim activities on behalf of the Antioch Delta Skimmers Swim Team, Inc.; b. To set dues, receive money, expend money for the benefit of the swimming program; c. To set such dues for membership in The Association as they deem appropriate; d. To ratify selection of head coaches of the swimming program; e. To provide other functions such as arranging for swimming meets, raising money as is appropriate.
Article III - Members
Regular members of The Association shall consist of parents of children interested in competitive swimming and who have paid such sum or dues as set by The Association. The Board shall prescribe the application form and application for membership shall be made upon such forms and each applicant shall abide by these bylaws.
Article IV – Swim Association Board
Section 1. GENERAL POWERS. The affairs of The Association shall be managed by the Swim Board and the Board shall consist of a maximum of twenty (20) members consisting of the head coach, Past President, and eighteen (18) elected members.
Section 2. REGULAR MEETINGS. A regular meeting of the Board shall be held without other notice than this bylaw, immediately after, and at the same place as, the annual meeting of members. The Board of Directors may provide by resolution the time and place, either within or without the State of California, for the holding of additional regular meetings of the Board without other notice than such resolution.
Section 3. SPECIAL MEETINGS. Special meetings of the Board may be called by or at the request of the President or any two Board Members. The person or persons authorized to call special meetings of the Board may fix any place, either within or without the State, as the place for holding any special meeting of the Board
called by them.
Section 4. QUORUM. Seven members of the Board shall constitute a quorum for the transaction of business at any meeting of the Board, but if less than a quorum of the Board members are present at said meeting, a majority of the Board members present may adjourn the meeting from time to time without further notice.
Section 5. MANNER OF ACTING. The act of a majority of the Board members present at a meeting at which a quorum is present shall be the act of the Board unless the act of a greater number is required by law or by
these bylaws.
Section 6. VACANCIES. Any vacancy occurring in the Board and any Board Member to be filled by reason of an increase in the number of Board members shall be filled by the Board. A Board member elected to fill a vacancy shall be elected for the unexpired term of this predecessor in office.
Section 7. COMPENSATION. No officer, director and/or member of this association shall be entitled to any compensation for services rendered in said capacity.
Section 8. CONFLICT OF INTEREST. There is a conflict of interest when any officer and/or director has a direct family relationship with a coach (i.e. a coach is the son/daughter/or spouse of a board member), therefore parents & spouses of coaches will not be permitted to vote on issues relating to the coaches.
Article V – Meeting of Members
Section 1. ANNUAL MEETING. The annual meeting of the members of The Association shall be held at the same location as the team picnic, or as the Board might determine in the month of September for the transaction of such business as may come before the meeting.
Section 2. SPECIAL MEETINGS. Special meetings of the members may be called by the President, the Board, or not less than one-tenth of the members having voting rights.
Section 3. PLACE OF MEETINGS. The swim board may designate any place whether within or without the
State of California, as the place of meeting for any annual meeting or for any special meeting called by the Board. If all of the members shall meet at any time and place, and consent to the holding of a meeting, such meeting shall be valid without call or notice, and at such meeting any association action may be taken.
Section 4. NOTICE OF MEETINGS. Written or printed notice stating the place, day and hour of any meeting of members shall be delivered either personally or by mail, or by personal telephone contact from the telephone committee, to each member entitled to vote at such meeting, not less than seven nor more than fifty days before the date of such meeting, by or at the direction of the President, or the Secretary, or the officers or persons calling the meeting. In case of a special meeting or when required by statute or by these bylaws, the purpose or purposes for which the meeting shall be deemed to be delivered when deposited in the United States mail addressed to the member at his address as it appears on the records of The Association the postage thereon prepaid.
Section 5. INFORMAL ACTION BY MEMBERS. Any action required by law to be taken at a meeting of the members, or any action that may be taken at a meeting of members, may be taken without a meeting if a consent in writing, setting forth the action so taken, shall be signed by all of the members entitled to vote with respect to the subject matter thereof.
Section 6. QUORUM. The members holding twenty-five (25) of the votes that may be cast at any meeting shall constitute a quorum at such meeting. If a quorum is not present at any meeting of the members, a majority of the members present may adjourn the meeting from time to time without further notice.
Article VI - Officers
Section 1. OFFICERS. The officers of The Association shall be a President, one or more Vice Presidents (the number thereof to be determined by the Board), a Secretary, a Treasurer and such other officers as may be elected in accordance with the provisions of this article. The Board may elect or appoint such other officers, including one or more assistant secretaries, and one or more assistant treasurers, as it shall deem desirable, such officers to have the authority and perform the duties prescribed, from time to time, by the Board.
Section 2. ELECTION AND TERM OF OFFICE. The officers of The Association shall be elected annually by the members at the regular annual meeting of The Association. If the election of officers shall not be held at such meeting, such election shall be held as soon thereafter as conveniently may be set up. New offices may be created and filled at any meeting of The Association. Each officer shall hold office until his successor shall have been duly elected.
Section 3. REMOVAL. Any officer elected or appointed by the members may be removed by the Board whenever in its judgment the best interest of The Association would be served thereby, but such removal shall be without prejudice to the contract right, if any, of the officer so removed. There must be at least nine (9) affirmative votes for a successful removal.
Section 4. VACANCIES. A vacancy in any office, because of death, resignation, removal, disqualification, or otherwise, may be filled by the Board for the unexpired portion of the term.
Section 5. PRESIDENT. The president shall be the principal executive officer of The Association and shall in general supervise and control all of the business and affairs of The Association. He/she shall preside at all meetings of the members of the Board. He/she may sign with the secretary any other proper officer of The
Association authorized by the Board, any deeds, mortgages, bonds, contracts, or other instruments that the Board has authorized to be executed, except in cases where the signing and execution thereof shall be expressly delegated by the Board of the corporation or by these bylaws or by statute to some other officer or agent of The Association and in general he/she shall perform all duties incident to the office of president and such other duties as may be prescribed by the Board from time to time. He/she shall serve as a member of the Antioch Delta Swim Association, Inc., Board of Directors and a member of the Coaches Relations Committee.

Section 6. VICE PRESIDENT. In the absence of the president or in the event of his/her inability or refusal to act, the vice president shall perform the duties of the president and when so acting, shall have the powers of and be subject to all the restrictions upon the president. The vice president shall perform such other duties as from time to time may be assigned to him/her by the president or by the Board. He/she shall serve as a member of the Antioch Delta Swim Association, Inc., Board of Directors and as a member of the Coaches Relations Committee.
Section 7. TREASURER. If required by the Board, the treasurer shall give a bond for the faithful discharge of this duty in such sum and with such surety or sureties as the Board shall determine. He/she shall have charge and custody of and be responsible for all funds and securities of The Association, receive and give receipts for monies due and payable to The Association from any source whatsoever, and deposit all such monies in the name of The Association in such banks, trust companies, or other depositories as shall be selected by the Board, and in general perform all the duties incident to the office of treasurer and such other duties as from time to time may be assigned to him/her by the president or by the Board. He/she shall serve as a member of the Antioch Delta Swim Association, Inc., Board of Directors, and as a member of the Coaches Relations Committee.
Section 8. SECRETARY. The secretary shall keep the minutes of the meetings of the members and of the Board in one or more books provided for that purpose; see that all notices are duly given in accordance with the provisions of these bylaws or as required by law; be custodian of the corporate records and of the seal of The Association and see that the seal of The Association is affixed to all documents, the execution of which on behalf of The Association under its seal is duly authorized in accordance with the provisions of these bylaws; keep a register of the post office address of each member and in general perform all duties incident to the office of secretary and such other duties as from time to time may be assigned to him/her by the president or by the Board. He/she shall serve as a member of the Antioch Delta Swim Association, Inc., and as a member of the Coaches Relations Committee.
Article VII – Coaches Relations Committee
Section 1. MEMBERSHIP. This committee shall have as members the President, Vice President, secretaries, treasurer, directors and Past President of the Swim Board.
Section 2. DUTIES. This committee shall have the following duties: a. Prepare the annual budget for submission to The Association for approval. The salary section of the budget shall be presented as one item. b. Select head coach(es) when such a vacancy occurs. c. Provide for two-way communication between members and coaches.
Article VIII – Contracts, Checks, Deposits and Funds
Section 1. CONTRACTS. The Board may authorize any officer or officers, agent or agents, of The
Association in addition to the officers so authorized by these bylaws, to enter into any contract or execute and deliver any instrument in the name of and on behalf of The Association and such authority may be general or confined to specific instances.
Section 2. CHECKS, DRAFTS, OR ORDERS FOR PAYMENT. All checks, drafts, or orders for the payment of money, notes, or other evidences of indebtedness issued in the name of The Association shall be signed by such officer or officers, agent or agents, of The Association and in such manner as shall from time to time be determined by resolution of the Board. In the absence of such determination by the Board, such instruments shall be signed by the treasurer.
Section 3. DEPOSITS. All funds of The Association shall be deposited from time to time to the credit of The Association in such banks, trust companies, or other depositories as the Board may select.
Section 4. GIFTS. The Board may accept on behalf of The Association any contributions, gifts, bequest, or device for the general purpose or for any special purpose of The Association.
Article IX - Dues
Section 1. ANNUAL DUES. The Board may determine from time to time the annual dues payable to The Association by members.
Section 2. PAYMENT OF DUES. Dues shall be charged on an annual basis and shall be payable at the beginning of swim season.
Section 3. DEFAULT AND TERMINATION OF MEMBERSHIP. When any member of The Association shall be in default in the payment of dues for a period of two months from the beginning of the swim season in which such dues become payable, his membership may thereupon be terminated by the Board in the manner provided by these bylaws.
Article X – Miscellaneous
Section 1. BOOKS AND RECORDS of The Association shall be kept by the Secretary and Treasurer of The Association and shall be open to inspection at reasonable times and places by any member of The Association.
Section 2. WAIVER OF NOTICE. Whenever any notice is required to be given under the provisions of the
General Non-profit Corporation Law of California and under provision of the Articles of Incorporation or the Bylaws of The Association a waiver thereof in writing, signed by the person or persons entitled to such equivalent to the giving of such notice.
Article XI – Amendments
Section 1. POWER OF MEMBERS TO AMEND BYLAWS. The bylaws of this Association may be amended, repealed, or added to, or new bylaws may be adopted by the vote of sixty-six percent (66%) of a quorum at a meeting called for that purpose according to the articles or bylaws.
Section 2. POWER OF BOARD TO AMEND BYLAWS. Subject to the limitations of the Articles of Incorporation these bylaws and the General Non-profit Corporation Law of California, concerning association action that must be authorized or approved by the members of The Association the bylaws of this Association may be amended, repealed, or added to, or new bylaws may be adopted, by a resolution of the Board.
Section 3. VOLUNTEERS for specific functions may be denied the opportunity to serve, if their past performance as a volunteer is considered inadequate or detrimental to The Association, by the Board of Directors.
Section 4. LEAGUE REPRESENTATIVE shall have the equivalent of one vote at all Board of Directors meetings.
